Ego's wand for sure get chaincast (or so I believe, have yet to see myself ._.) just not until Nexon decided to release it alone with the Incarnate skills. And we will never get the chain-cast as a skill only as upgrades for wands.
As for the mana cost it was recommended that
Lightning wands get +1
Ice wands get +2
and Fire wands get +4
for the chaincasting (numbers may be off) while the other upgrade slots is used for mana reduction.
