I believe you can dye the handle, so if you don't like what you have now you aren't stuck with it. You have to use dye amps, but with a lots of playing around with the color picker and a little luck, you can get a 40-60% chance of the color being what you want.
Unless you mean the hilt, (not pro with sword part names, but I mean the metal cross piece that "connects" the blade and the handle)which can't be changed as far as I know.
Pricewise, probably 100k or so...I've never seen blue before
