I think Nexon posted all the requirements for rank F windmill training on their official site in the notice about the bugs in G3.
Fleta usually appears near the crossroad at the Sen Mag Plateau (it changes with every channel/server, and she may be a bit far from the crossroad because she walks around). Fleta only appears at these times, in-game:
9 AM - 11 AM
3 PM - 5 PM
7 PM - 9 PM
You'll know that she's appeared nearby by a white flash on your screen.
If you don't know how to get to the Sen Mag Plateau, go southeast from Dunbarton until you get to Gairech Hills, then go west.
