To learn all the basic spells (icebolt, firebolt, lightningbolt, healing) and have them at rank F, you need
3AP for ice
3AP for fire
5AP for lightning
2AP for healing
all together: 13AP
To do mainstream quests, you need at least 1 service. (extra storage, nao's support, advanced play, or fantasy life package) I'm pretty sure you can have, for say, just extra storage service and do mainstream.
As for another way to get AP without rebirthing... nope, sorry, if there was, all of mabinogi would be swimming in AP and Nexon would lose a lot of money off the cash people spend off of rebirthing.
When you say "noting offers" I think that you're talking about when you see people "advertising" and it says "Note/Offer" what this means is that someone is selling something and they're taking offers on the price, and they want you to contact them by Note. To note someone all you have to do is bring up your friends list and click the tab that says "note" and write a note to someone.
and the two final rank F windmill requirements that show up as question marks are
1. attack multiple monsters simultaneously
2. kill multiple monsters simultaneously
As for training mindmill to rank 1 without rebirthing... yeah... I think that's it's impossible. Well, theoretically possible, it'd just take a while over the course of actual real life years and non-stop game play...
