from my experience bears have terrible chance at dropping it...
A while ago i killed at least 500+ bears of various types in sen mag, to train WM, and out of those only 1 finest leather dropped.
On the other hand when i had less total levels, farming kobold bandits from mid teen levels to 25ish was pretty good exp, and i always got a couple of finest there.
