I would like to say he's alive.
The guy driving the cart was male for sure.
They didn't show his face...
CC seemed to be talking to him as her head hilted towards his direction when she said "Right, Lelouch?"
But at the same time, it could be a random guy, and CC would've been talking to the dead lelouch or something.
I think they did it on purpose to keep us guessing forever.
