She is mature in critic situations. Each final battle (against Super Queen Beryl, Makaiju, Death Phantom and Chaos), moment it involves Chibiusa (Black Lady's first appearance, Mistress 9 takes Chibiusa's Pure Kokoro, Queen Nehelenia throws Chibiusa out of the Dead Moon Platform, Chibiusa almost disappears when Nehelenia seduces Mamo-chan) and other situations (Sailor Uranus trying to shoot herself with Eudial's gun, saving Sailor Saturn from death, saving Mamo-chan from Puko the Lemures) and specially the way she reacts when her friends die in episodes 196, 197 and 198 come back from the dead in Episode 200.

This is why I said 'critic situations', but the Manga Usagi matures much faster.
