Yes indeed!

Better success rates, easier pickings, more abundant resources.

A medium rainstorm (marked with (M)) is good for +10 to 15 to yoru skills.
A heavy rainstorm (marked with (H)) is good for +16 to +19 to your skills.
And thunderstorms (marked with (T)) are good for a whole +20!

Lighter rains also improve your abilities, but this guide focuses on the stronger fronts.
