Um, where can I buy them though? I looked at the shop in the game but I didn't find any.

Edit: Never mind, I understand why I didn't find it before. It's not worth Paying for the service to get the pills since I would only gain like 4 AP.

It only trains your skill down 1 rank per capsule. (i.e. using 1 capsule on a R5 skill will take it down to R6) You can only get them from advanced play service on a certain day which I cannot seem to remember, I think it's Saturday though...

Yeah, you get skill-reset pills on Saturday with advanced play service. You can buy advanced play service for one day, but it's really a rip-off.

Yeah I can imagine. I think my method of buying multiple character cards and rebirthing over and over is more cost effective than buying advanced play for a day.
