Blue crossbows have a rare chance of coming out of a Beginner Gachapon in the Premium shop. I believe that each ticket is 1000NX, or you can get 10 for 10k NX. But don't quote me on it. >.>

Blue XBows usually got for about 300k if I'm not mistaken. That guy was just inflating his price.

But yeah, their source is the Gachapon.
