Ex Post Facto law. Generally, you can't be charged for doing something before it becomes illegal.
Also, new laws usually have a grace period when they're introduced (I think?), meaning people should just get off with warnings for a short period of time until knowledge of the new law has been adequately spread to the populace.

I could be wrong though. I honestly don't have half of a damn about politics.
