Don't forget that Siren is like a 5 floor Rundal Basic with Black Ship Rats. If you think your level 250 character is comfortable taking them on, go ahead and use it.

Not sure about the manual. Get one in case?

I'm fairly sure that it just means that for each normal Success while Smithing it, it gains 20% completion. So, in this item's case, it'll take, at minimum, 5 smithing successes to get it to Finish-Ready. From there, you just do the minigame, which determines the stats of the item.

It is part of making the armor up to 99.99%.
Since you have an unfinished val, which is probably at 99.99%, that part don't matter for you.

Just get the finishing materials, manual, and a blacksmither.

On that note, if you're not sure about what stage it's at, the greyed out armor in your inventory should have a % on it, ranging from 0 to 99.9. If it's at 99.9%, then you just need to use the Blacksmith mini game (Or have someone do it for you) to be able to use the finished product.
