From my experience, you have to check her SHOP rather than talk to her directly. Talking to her just gives a very vague indication of how close you are (namely, how she looks at you when you try to talk); you have to actually look at her inventory to know whether you have access or not.
And to answer your question, it took me between 40 and 45 anthologies before I got in. XD
