For Korean Mabinogi, You need not only a KSSN but Your IP needs to be from Korea. They will block all new registrations if you are out of Korean IP.
Good luck finding a guide though... TW Mabinogi is always open to new players. ^^

The following is quoted from the forum rules and guidelines, specifically a list of things forbidden on this forum. I bolded the parts your post is in violation of:
"Posting/requesting illegal or questionable content, both on the forums and in IRC -Fansubs and doujins* -Pirated material (movies, software, etc.) -Nexon account trading/selling/sharing -Fake KSSNs or other official government IDs (ID generators included) -Hacks for Mabinogi or other games -Links to sites containing any of the above, this includes torrent trackers" Technically requesting a guide is not illegal, but since to make any use of it you'd have to agree to, and then promptly break, the Kr TOS, not to mention forge your account info, you might as well say its illegal.

You're still requesting info on illegal activity, namely how to play on Kr server when the TOS forbids non-Koreans from doing so.
Why hasn't this been locked yet?

I find this pretty silly. he's getting smacked on the wrist for requesting a guide on KR? So, signing up for other Mabis is okey, but not KR?
A while ago, I saw a couple of long threads concerning requests on getting on JP mabi. Many of the people did not know Any japansese, Not even basic Hiragana/Katagana. But really, it is your fault for putting it here. You probably have asking on IRC. Even if that is still on the rules, You would have gotten a simple no. Also, I do not mean any harm. I do not want to create flaming here. Just posting my thoughts.
