I'd guess you're talking about the snow coat. You can get them from Fleta at Sen Mag, if you don't know how to get there, you go south of dunbarton, and when you get at the crossroad, go west. and the crossroad at Sen Mag is where Fleta shows up. Her times vary as well.
she appears from 9:00AM~11:00Am 3:00PM~5:00PM 9:00PM~7:00PM She's usually at the middle of the crossroad, but she can wander off and be around somewhere, and her position varies from channel to channel. The coats sell for about 32K by the way, in case you didn't know.
